San Clemente Beach Replenishment Program

The San Clemente Beach Replenishment Program consists of a 10-year General Lease for Public Agency Use extending through 2035. Approved by the California State Lands Commission on November 7, 2025, the program authorizes the City of San Clemente to place up to 200,000 cubic yards of sand from upland sources annually onto sovereign land in the Pacific Ocean. This replenishment effort is divided between two primary receiver sites, with a maximum of 125,000 cubic yards allocated annually to North Beach and a maximum of 75,000 cubic yards allocated annually to Linda Lane Beach. The project is subject to the guidelines of a Mitigated Negative Declaration prepared under the California Environmental Quality Act, as well as a Mitigation Monitoring and Reporting Program adopted by the City of San Clemente on October 7, 2003. Performance takes place in San Clemente, Orange County, specifically adjacent to North Beach, Linda Lane Beach, and the North and South T-Street Beaches. The program is identified by solicitation number A4919 and is managed through the California State Lands Commission as the responsible agency.
