The San Roque Debris Basin, constructed in 1964 following the Coyote Fire, is an aging flood control facility and a total barrier to steelhead migration. The culvert pipe running through the existing dam embankment is damaged and not functioning from previous years of intense storms. The proposed improvements will consist of removing the existing concreted earthen filled dam, portions of the grouted rock embankment and 36-inch culvert. The replacement is opening the dam to an ungrouted, natural streambed between two grouted rock side slopes, using the stream simulation design technique. The grade at the current inlet structure will be lowered by approximately 5 ft at the thalweg rising in the basin to existing grades for a constant slope similar to reference reach conditions upstream.
