AI Contract Overview
The U.S. Navy’s Naval Surface Warfare Center Crane is soliciting a sole-source contract for Test, Teardown, and Evaluation (TTE) of two Improved Night/Day Observation Device (INOD) Block III night vision devices, with serial numbers 01216 and 01222, and an optional repair component with a ceiling of $346,000. This acquisition is being conducted under FAR 12.201-1 using simplified acquisition procedures for commercial services, with DRS Network & Imaging Systems LLC of Melbourne, Florida, designated as the exclusive source due to the OEM’s proprietary rights over the design, data, and manufacturing of the INOD BLK III system. Any attempt to utilize an alternative provider would require extensive, costly, and time-intensive engineering, qualification, and testing efforts exceeding $10 million and five years, with no prospect of cost recovery through competition. The contract is Firm Fixed Price and requires submission of quotes via email to rose.m.brown44.civ@us.navy.mil no later than 11:00 PM Eastern Time on August 7, 2026. All offerors must be registered in SAM, and only those submitting quotes will be notified of post-deadline amendments. The TTE services will be performed under a 60-calendar-day performance period beginning after the lead time event, with repair services under the option also subject to the same timeline once exercised. Deliveries must be made FOB Destination to NSWC Crane, Building 41 Receiving, 300 Highway 361, Crane, Indiana, with government inspection and acceptance occurring at the same location. Packaging and labeling must comply with MIL-STD-129, encompassing NSN, contract number, shipment identifier, and proper unit of measure abbreviations. Contract administration is governed by DFARS 252.232-7006 and 7003, with invoicing exclusively through Wide Area WorkFlow (WAWF) using authorized document types such as Invoice 2in1. Security requirements include compliance with 52.240-91 and 52.240-93, ensuring control of unclassified controlled information and restricting access to personnel without appropriate clearances. The Government retains the right to terminate for convenience and will evaluate proposals based on technical acceptability and price, though the full basis of award criteria is not explicitly stated. Full Description
N00164-26-Q-0262 – SOLE SOURCE – TTE REPAIR OF INOD BLK III – FSG J059 - NAICS 811310
ISSUE DATE 28-JUL-2026 – CLOSING DATE 07-AUG-2026 – 11:00 PM Eastern Time
ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of Test, Teardown, and Evaluation (TTE) for two Improved Night/Day Observation Device (INOD) Block (BLK) III night vision devices, serial numbers 01216 and 01222, and an option for any repairs required after the initial TTE.
SOLE SOURCE PROCUREMENT- The proposed contract action is for services for which the Government intends to solicit and negotiate with one source only DRS Network & Imaging Systems LLC, of Melbourne, Florida, Cage 32865, under the authority of FAR 12.201-1 for commercial services using simplified acquisition procedures. This is being solicited on a sole source only basis because The Original Equipment Manufacturer.(OEM) of the INOD BLK II system, Leonardo DRS LLC has proprietary rights to data, design, and manufacturing of these units and is not willing to provide the Government with the information to reverse engineer the system. The TTE and Repair services required on these units are provided by DRS Network & Imaging Systems LLC, a division of the OEM. Purchase of repair services from another source would require extensive qualifications, design, and testing to ensure compatibility. This type of qualification and testing would cost the Government in excess of 5 years in time with an additional excess of over $10,000,000 in costs in engineering, manufacturing, logistics, and legal fees necessary. These costs would not be recoupled in any competitive action. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
