Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Sources Sought for information and planning purposes for qualified and experienced sources to provide Mess Attendant / Dining Facility Attendant services in support of the United States Naval Academy (USNA) Midshipmen Food Service Divisions (MFSD). This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government plans to procure these supplies as Commercial Item as defined in FAR 2.101.  



BACKGROUND:


The United States Naval Academy (USNA) Midshipmen Food Service Division (MFSD) serves over 12,000 meals daily on average.  Portions of meals are mandatory and normally served family style. Optional meals are served buffet or rolling tray style. Weekends and holidays are normally served through the Servery (a food court type operation) with a few exceptions that are served buffet or rolling tray at the Contracting Officer Representative (COR) discretion. MFSD’s Cycle Menu is designed to provide each midshipman with a well-balanced diet. The midshipmen wardroom (King Hall) was named in tribute to Fleet Admiral Earnest J. King.  The 5th and 6th wing sides of King Hall were built in the early 1900s.  Its “new” wing, expanding toward the Chesapeake Bay and completing the “T” shape, was completed in 1953.  Amassing 65,000 square feet, King Hall is almost the size of two football fields.  King Hall seats 4,704 people at 392 tables of 12.


The instant requirement is for managerial, administrative, supervisory, direct, and overhead personnel to perform wardroom dining room services and non-food preparation catering support at the United States Naval Academy MFSD, Annapolis, Maryland, as delineated in the Draft Performance Work Statement (Attachment I). The scope of this effort includes catering, cleaning, Trash and Garbage removal, Galley Pot and Pan Wash, and other services to be performed by the Key Personnel as detailed  These services will be provided for approximately 4,500 midshipmen, plus supporting staff and approved guests.  The contractor shall provide personnel, equipment, materials, supplies, and associated support needed to meet the standards of the Draft Performance Work Statement.



Period of Performance: The period of performance for this requirement will be one (1) one-year base period with the provision for four (4) one-year option periods. Services are estimated to commence on 01 March 2027.



The proposed procurement is for a single award, Firm Fixed Price (FFP) contract. The Firm Fixed Pricing


of this requirement will be based on the monthly rate charged for the services as described in the PWS.



NAICS CODE: The NAICS Code for this requirement is 722310, Food Service Contractors, with a corresponding size standard of $47.0 (millions of dollars).



SOURCES SOUGHT SUBMISSION REQUIREMENTS:



Interested parties shall submit responses to this Sources Sought.  Responses should reference (N0016127USNAMESS) and shall include the following information in this format:

2. Contractor and Government Entity (CAGE) Code and DUNS Number. 


3. Business Size; Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned, and/or Veteran-owned under the applicable NAICS.


4. Capability statement addressing the following:


  • Contractors ability to perform services as detailed in the PWS
  • Contractors educations/experience as identified in the qualification section in the PWS
  • If applicable, Contractors should include their anticipated teaming/partnering/subcontracting arrangements along with corporate information such as company name, address, point of contact name, phone number, and email.

4. Describe your ability to support the scope of the requirement listed in this notice and applicable attachments.


5. Describe any past performance efforts with a similar scope to the proposed requirement. Provide contract numbers, dollar value, and the period of performance for each contract referenced in the response to this sources sought notice.


6. Indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. If subcontractors are to be used, provide the anticipated percentage of effort to be subcontracted and if a small or large businesses will be used.


This announcement is NOT a contract, request for proposal, a promise to contract, or a commitment of any kind onthe part of the U.S. Government.  The Navy will not assume liability for costs incurred in response to this RFI.


Documentation of technical expertise and experience must be presented in sufficient detail for the U.S. Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. All technical questions and inquiries may be submitted with the response for consideration by the Government.
