The U.S. Department of Energy's Office of Intelligence and Counterintelligence plans to award a sole source contract to Control Risks Group, L.L.C. for a subscription to the Prime Daily Digest, a unique proprietary source that provides critical information on physical energy security risks at foreign oil and gas facilities. The contract will cover one base year with four option years. The DOE is invoking an exemption from competitive bidding under FAR 6.302-1(a)(2)(ii), identifying Control Risks Group as the only responsible source capable of fulfilling this need. This notice serves as an intent to award rather than a solicitation for proposals. Interested firms that believe a sole source award is unwarranted are invited to submit capability statements and pricing information by a specified deadline. However, any decision to shift to a competitive procurement process will rest solely with the DOE. The contract aims to ensure continued access to vital security intelligence related to foreign energy installations through this specialized publication, emphasizing the importance of securing this unique service without a competitive solicitation at this time.
