State Lobbying Services

The City of Charlotte is soliciting qualified firms or individuals to provide comprehensive state lobbying services aimed at advancing the city’s legislative, regulatory, and funding priorities across North Carolina. The selected vendor will act as the City’s representative before state legislative and executive agencies, delivering strategic advocacy, real-time monitoring of governmental activity, and proactive engagement on critical issues impacting municipal operations. Key areas of focus include aviation, economic and workforce development, environmental quality, transportation infrastructure, housing, public safety, public transportation, stormwater management, local government finance and procurement, telecommunications, water and sewer systems, and emerging priorities as directed by the City Council. Services must be performed in close coordination with the City’s Government Relations staff and tailored to support the City’s strategic goals across a broad policy spectrum. The solicitation, identified as 269-2027-013, was posted on July 2, 2026, with a response deadline of July 31, 2026, at 3:00 PM ET. All submissions must be made electronically through the City’s Bonfire procurement portal, which requires vendors to register, use approved browsers such as Microsoft Edge, Google Chrome, or Mozilla Firefox, and ensure JavaScript and cookies are enabled.
