The U.S. Department of Energy plans to award a sole source contract to Wood Mackenzie Research and Consulting Inc. for subscription access to the "China Gas and Power Sector" publication. This subscription provides online access to specialized research, including intermittent technical reports and advisory services focused on China's gas and power energy sector. The contract will include one base year with four additional option periods. The DOE is invoking a sole source exemption under FAR 6.302-1, citing Wood Mackenzie as the one responsible source, and this notice serves only as an intent rather than a solicitation for competitive bids. Although no solicitation is issued, interested firms may challenge the sole source determination by submitting a capability statement and pricing details by March 27, 2013. The government will consider such submissions solely to decide whether to move to a competitive procurement, but the decision remains at the DOE's discretion. This contract supports DOE's strategic needs for specialized energy sector intelligence specific to China, ensuring access to timely and targeted market analysis.
