--Renewal subscription for SNL Financial

The U.S. Department of Energy (DOE), Office of the Assistant Administrator for Energy Statistics in the Energy Information Administration (EIA), intends to award a sole source contract to SNL Financial for a renewal service subscription of unlimited employee access to SNL products and the right to republish certain data series externally. The subscription will provide daily spot natural gas, electric and coal prices which can be republished externally, access to nine power market, two coal market and three natural gas market analysis publications, a news and analysis database, a searchable research report database, an industry conference calendar, company-specific research, energy project timelines and updates, an energy mapping platform, and a knowledge center complete with training modules for energy and financial markets. This is available as a desktop web function with open access to all EIA employees. SNL Financial is the only company that offers this service. The DOE is proposing to award a contract that consists of twelve (12) months. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with SNL Financial, they should submit a capability statement and pricing information for the requirement by Wednesday, February 27, 2013 at 8:00AM (Eastern) via e-mail to contact@example.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
