Synthesis and Distribution of Drugs of Abuse and Related Compounds

The National Institute on Drug Abuse (NIDA), under the National Institutes of Health, intends to modify the existing Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract No. 75N95022D00016 with Research Triangle Institute. This modification increases the contract’s maximum value by approximately $3.7 million, raising it from $14 million to nearly $17.7 million for the five-year ordering period from June 2022 to June 2027. The increase will enable continued synthesis and distribution of authentic and pure controlled drugs and research chemicals essential for ongoing and future pre-clinical and clinical trials focused on substance use and drug dependence. No other changes to the contract terms are planned, and this action aims to prevent any disruption in the support of critical scientific research efforts. The contract covers a range of services including the production and distribution of labeled and unlabeled drugs of abuse and related compounds, quality analysis and purity maintenance, replenishment of depleted inventories, acquisition of new compounds for research, and management of the drug supply database. These substances are often DEA-controlled and include highly specialized radiolabeled and deuterium-labeled compounds used in advanced scientific studies. The contract is performed under NAICS code 541715 and will comply with applicable federal regulations. While this notice is a sole source modification, responses from interested parties regarding capability and interest are welcomed before the May 28, 2026 deadline, though a competitive award is not guaranteed. The contract supports NIDA’s longstanding role in providing the research community with essential drug products that are otherwise difficult to obtain commercially due to regulatory and market constraints.
