The United States Patent and Trademark Office intends to contract with Audio Visual Services Group, DBA Presentation Services (PSAV) DBA Audiovisual Headquarters (AVHQ) for audio/visual services for intellectual property awareness conferences being held in medium to large cities throughout the United States and conducted at major U.S. hotels. Services include producing professional quality training modules or videotapes of the major presentations and will be used as training when travel is not feasible. These training modules will be made available at the USPTO website for video streaming to the general public from their personal computers. USPTO is conducting this acquisition under - other than full and open competition procedures under the Statutory authority, 41 USC 253(c)(1) - Only one responsible source; the supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the agency's requirements. PSAV-AVHQ is the in-house audio/visual contractor with exclusive rights to provide audio/visual services for over 500 major U.S. hotels nationwide including the venues where the USPTO will conduct its intellectual property conferences; therefore the USPTO is required to use the services of the in-house audio/visual contractor. United States Patent and Trademark Office (USPTO) Public Awareness campaign strategy on the dangers of counterfeit substances or devices
Solicitation # 140-0176
The United States Patent and Trademark Office (USPTO) has issued a Sources Sought Request for Information (RFI) under NAICS 541820 for public relations services to develop and execute a nationwide public awareness campaign. The primary objective of this effort is to educate the public on the dangers of counterfeit pharmaceuticals and medical devices that are falsely represented as legitimate products. The scope of work includes the creation of a comprehensive campaign strategy, production of videos and public service announcements, development of a microsite and social media campaign, and the writing of blogs and press releases. Additionally, the selected vendor will be responsible for identifying and pitching influencers, celebrities, and journalists to amplify the campaign's reach and collaborating with the Office of Public Affairs to establish success metrics. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. The government intends to use the gathered information to identify qualified small business contractors for a future solicitation. Interested vendors must submit a concise response not exceeding five pages, including a capability statement, primary contact information, and relevant project examples, in searchable PDF format. Questions are due by October 26, 2026, at 1pm ET, and final RFI responses must be submitted to the designated points of contact, Joy Pitts and Emanele Gawrelski, by November 6, 2026, at 10am ET. While SAM.gov registration is not required for the RFI stage, it will be mandatory for any vendor submitting a formal offer during the subsequent procurement phase.
