TD708755 – On-Ramp Santa Clara Crossing Project (Notification of Lake or Streambed Alteration, No. EPIMS-VEN-19609-R5)

The California Department of Fish and Wildlife has amended Lake and Streambed Alteration Agreement EPIMS-VEN-19609-R5 with the Southern California Edison Company for the On-Ramp Santa Clara Crossing Project in Ventura, California. This project involves the operation, repair, and minor alteration of public utility structures within the Santa Clara River, specifically focusing on the full removal of a wood H-frame structure consisting of poles 4244682E and 4244683E and the removal of a steel caisson to 24 inches below grade. The scope of work includes vegetation trimming and removal within the channel, grading, the creation of a temporary berm, and the installation of a temporary ramp into the river. Under the amended agreement, the project access route has been shifted from the south to the north via North Bank Drive. To support this new route, the project now includes the installation of a temporary culvert over Sudden Barranca and the use of heavy-duty composite ground protection mats. These modifications have reduced the total temporary streambed impacts from 0.64 acre to 0.49 acre. The project is conducted pursuant to section 1602 of the Fish and Game Code and is classified under a Class 1 categorical exemption for minor alterations to existing public utility structures.
