Winchester Ranch Infrastructure Community Facilities District

The California Department of Fish and Wildlife has issued Lake and Streambed Alteration Agreement EPIMS-RIV-62220-R6 to Mark Hayden for the construction of the Line A storm drain and a storm drain outlet structure as part of the SP 293 Winchester Hills development. Located in unincorporated Riverside County within the San Jacinto Watershed, the project involves a 0.5-mile channel with an outfall structure on the north bank of Salt Creek. The scope of work includes the excavation of approximately 5,508 cubic yards of soil, with 4,670 cubic yards in the permanent impact area and 838 cubic yards in the temporary impact area. Permanent impacts are estimated at 0.71 acres, while temporary construction impacts cover 0.52 acres. The project requires the placement of 2,321 cubic yards of Class V riprap, 561 cubic yards of concrete for various walls, and 318 linear feet of cable railing. Construction will utilize equipment such as excavators, backhoes, box graders, and D6 bulldozers, with no water diversion or extraction permitted. Approved on July 27, 2026, under Fish and Game Code section 1602, the project has been determined to have no significant environmental effects within the agency's jurisdiction, provided that the adopted mitigation measures and monitoring plan are followed.
