The contract seeks a flow measurement expert to join a three-member technical committee tasked with reviewing and evaluating the procedures for measuring and accounting for the diversion of water from Lake Michigan by the State of Illinois, as governed by a 1967 US Supreme Court decree and its 1980 amendment. This amendment established the committee to ensure that current accounting practices use the best available engineering and scientific methods. The expert will work alongside a chairperson and a hydrologic and hydraulic modeling expert, contributing their specialized knowledge in flow measurement, statistical analysis in hydrology and hydraulics, and relevant regional watershed experience. The role entails roughly three to four months of activity spread over nine months, with the contract anticipated to be awarded in mid-2002. Selection is based on recognized expertise and experience in relevant technical areas, with exclusions for certain government employees and consultants affiliated with the original Supreme Court parties. Interested candidates must submit specific forms by the stated deadline and provide a project-specific quality control plan upon contract award. The contract is open to all businesses regardless of size, and fees will be negotiated after selection. The U.S. Army Corps of Engineers Chicago District is managing the process and will not provide solicitation packages or additional project details beyond what is stated.
