Telematics Installations in Japan

The General Services Administration’s Office of Fleet Management is conducting market research through a sources sought synopsis to identify qualified parties capable of providing telematics installation support across private and military locations in Japan, with a focus on the installation of government-provided devices on a diverse fleet including sedans, light, medium, and heavy-duty trucks, buses, and specialty vehicles. This requirement is strictly limited to physical installation activities and explicitly excludes the procurement of devices or the provision of ongoing telematics services. The installation must occur either onsite at designated government and private facilities located in Okinawa, Kyushu, and across Honshu (South, Central, North) or pre-delivery at supplier-designated sites throughout Japan, with Hokkaido locations currently undetermined. Contractors must adhere to OEM guidelines to ensure no warranties are voided and must avoid permanent interference with the On-Board Diagnostics port, while also managing device inventory using first-in, first-out practices and maintaining a full serial number ledger. All telematics devices are provided by the government, and contractors are responsible for secure storage, handling, and installation without claiming reimbursement for device or ancillary costs. Travel expenses associated with onsite work are the full responsibility of the contractor, with no reimbursement from GSA, and must be factored into any future pricing structure. Compliance with the Real ID Act is required for access to federal facilities, and personnel may need alternative identification such as a U.S. passport if their state-issued ID does not meet requirements.
