Title and Escrow Services

Mohave County is seeking qualified and licensed providers for title and escrow services through Request for Proposals 2027-016-RFP. The contract is designed to support multiple county departments on an as-needed and as-required basis, including Public Works, Community Services, the Flood Control District, and the Treasurer's Office. Key responsibilities include providing various title reports such as full title, condemnation, and chain of title searches, as well as performing escrow account services, issuing title insurance policies, and providing specialty account servicing for the Neighborhood Stabilization Program. The Public Works Department anticipates an initial volume of approximately 100 parcels per year, though the county provides no guarantee regarding the actual number of requests. To be eligible, respondents must be licensed by the Arizona Department of Insurance and authorized to conduct business within the state. Proposals must be submitted by October 14, 2026, and include required documentation such as an offer and acceptance form, professional references, sample reports, and proof of licensing. The evaluation process will utilize a weighted scoring system, with pricing accounting for 20% of the total score. The contract is scheduled to commence on February 22, 2027, for an initial one-year term, with the county maintaining the option to renew for up to four additional one-year periods. Successful offerors must also provide key personnel, including a dedicated account manager, and comply with all applicable state and federal regulations, including the Americans with Disabilities Act and OSHA standards.
