The New York State Department of Transportation (NYSDOT) is assisting Hardesty & Handover, LLC and Dewberry Engineers Inc. in the selection and retention of a Subcontractor, to perform Traffic Data Collection for the Consultant and State Design Team in NYSDOT Region 11, under Contract No. D041258 PIN X071.59.
The selected Subcontractor shall be solely responsible to provide all labor, operators, materials, machinery, tools, and equipment related to Traffic Data Collection for the traffic engineering analysis of the FDR Drive 34th Street Viaduct project area (along mainline, service roads, and other roadways within project limits) in NYSDOT Region 11, New York County in the State of New York.
The required traffic data collection program will assist New York State Department of Transportation personnel, or their authorized designee, with the traffic data collection. All work, equipment and procedures shall meet as a minimum, the requirements of the New York State Department of Transportation Standard Specifications, regulations, directives, guidelines, policies, procedures, manuals, and all applicable laws.
The Traffic Data Collection effort will include:
· The purpose of this data collection plan is to identify, gather, review, and collect traffic data that will be used to establish a base condition for the performance of traffic analysis, traffic modeling, and related transportation studies. The scope of data collection effort will be comprised of two areas: the Primary Study Area and Secondary Study Area.
· The Primary Study Area will be comprised of the FDR mainline, its ramps and the immediate local intersections on the adjacent service road. The Secondary Study Area will be comprised of locations along First Avenue, Second Avenue, Third Avenue, as well as locations near the entrance to the Queens Midtown Tunnel.
· It is our intent to collect data for the Primary Study Area in the Fall 2025 (before Thanksgiving). The data collection effort for the Secondary Study Area will be performed in early 2026.
· In the event the data collection effort for the Primary Study Area cannot be conducted in the Fall 2025, the selected subcontractor will coordinate with NYSDOT and Dewberry to develop a contingency plan.
· A video survey methodology using high-resolution cameras, such as Miovision, shall be used to collect information on turning movement counts, vehicle classifications, and pedestrian/bicycle crosswalk counts. Turning Movement Counts (TMC) will be conducted for consecutive 16-hour periods from 6:00AM to 9:00PM.
· TMC will be summarized in 15-minute interval in six (6) categories [cars/light trucks, medium trucks (2 axles, 6 tires), heavy trucks (3 or more axles), commuter buses, motorcycles and bicyclists]. TMC will be conducted concurrently with the hourly traffic count data. TMC will include pedestrian crosswalk activity by direction at all crosswalks.
· The Primary Study Area will be comprised of 15 TMC locations and the Secondary Study Area will be comprised of 61 TMC locations, for a total of 76 TMC locations (specific locations are identified in Traffic Data Collection Plan available upon request).
· For the Primary Study Area, Miovision cameras will be utilized to collect hourly traffic volumes along the FDR mainline and ramps in lieu of the conventional pneumatic-tube Automatic Traffic Recorders (ATRs) due to the congested conditions. The Miovision cameras will be configured to collect hourly count for a 24-hour period for a (9) day period including three midweek days and two weekends. The cameras will be installed at 30 locations along the FDR mainline and ramps.
· For the Secondary Study Area and local street network, Automatic Traffic Recorders (ATR) will be utilized to collect hourly traffic count data for a 24-hour period of a minimum of (9) days including three midweek days and two weekends. A total of 80 ATRs will be required.
· All data collection will be conducted in compliance with NYCDOT’s Traffic Count Data Collection Calendar. No field traffic surveys will be conducted during inclement weather conditions, during State and Federal holidays, or when schools are not in session. Representative mid- weekday traffic count data will be collected on Tuesdays, Wednesdays, and Thursdays.
· The subcontractor must have all required permits, registrations and approvals as needed to install and monitor data collection devices along the FDR mainline and ramps.

It should be noted that the results of raw ATR axle counts must be calibrated by the ATR contractor to represent the total number of vehicles.
Other Efforts
· Travel time and delay runs will be conducted along the FDR Drive in both directions between South Street and E61st Street (Exit 12) using the floating car method to obtain a minimum of 16 runs on each travel route during the full survey period (a minimum of one per hour per direction). The test car will be driven by a 2-person survey team, a driver and a GPS data recorder at prevailing speeds in the general traffic stream along the travel route. Elapsed time, mileage and delays (e.g., accident, signal, vehicle breakdown, etc.) will be recorded at the designated checkpoints, i.e., interchanges and major cross streets, over a predetermined travel route. The proposed travel time and delay runs will be conducted concurrently with the other traffic counts. The travel time data will be used to estimate average travel speed on the selected travel routes for each peak period.
· A comprehensive and detailed physical inventory survey will be conducted at all turning movement count locations, to gather information about the existing roadway geometries and traffic control regulations.
· Field observations of current traffic operation characteristics on approach and departure leg for up to 250 feet from each study intersection will be made during the weekday and Saturday peak periods concurrently with the other traffic counts. A 15-minute sample observation will include number of legal parking maneuvers, double or illegal parking (including details if illegal parking/movements are blocking traffic), queue length, number of queued vehicles (if possible), queue spillback from downstream intersections, and other traffic patterns that are relevant to existing traffic operating conditions.
· Spot Speed Survey will be conducted in each direction of the FDR Drive using radar gun during the off-peak period on a weekday. A minimum of 100 spot speed samples should be collected in each direction of FDR Drive. The spot speed data will be used to determine the existing 85th percentile speed on the FDR Drive within the study limits.
