The U.S. Embassy in Abu Dhabi is seeking a contractor to provide on-site travel management services under a requirements-type contract with a one-year base period and four one-year renewal options, for a potential total duration of five years, not to exceed 60 months from the Notice to Proceed. The contractor must maintain a dedicated on-site travel management center at the embassy, staffed by full-time travel counselors and a project manager, operating Monday through Friday from 7:30 a.m. to 5:00 p.m. All personnel must be fluent in English and subject to government vetting, including police checks, credit investigations, and supervisor recommendations, with summaries submitted for approval. Services include booking domestic and international travel for government employees and dependents using electronic systems such as eTravel and GDS/CRS, with backup capabilities when these systems are unavailable. The contract requires compliance with U.S. government travel policies, including proper use of the GTR SF-1169 for non-charge card transactions, and adherence to Controlled Unclassified Information (CUI) standards per Executive Order 13556. Pricing is transaction-based with fixed fees for air ticket issuance, reissuance, and emergency after-hours services, plus a separate line item for Value Added Tax; the government will award based on lowest total transaction fees across all proposed periods, evaluated by multiplying unit fees by estimated volumes for base and option years, with a minimum guarantee of 1,000 transactions annually and a lifetime cap of 9,000 transactions. The contractor must carry Defense Base Act insurance, comprehensive general liability coverage, and bonding for all employees, with proof of DBA coverage required before submitting invoices. Invoices must be submitted electronically to the Financial Management Officer, strictly monthly, and cannot include hard copies.
