The Defense Commissary Agency is soliciting maintenance and optional battery replacement services for three Uninterruptable Power Supply (UPS) systems located at Fort Lee, Virginia, and McClellan, California. The scope includes two systems at Fort Lee, consisting of a 225 KVA Powerware system and an 80 KVA Powerware system, and one Schneider Electric system at DeCA West. The contract structure consists of a base year with four one-year option periods. Remote monitoring is specifically required for the California system via its installed SNMP/Web card. Offerors must respond to the Performance Work Statement and are no longer required to provide OEM maintenance plans. Pricing evaluations will be based on the sum of firm-fixed-price maintenance costs for the base and option years, plus the one-time battery replacement cost adjusted by a proposed maximum annual escalation rate. To be considered for award, vendors must acknowledge the amendments via email to the designated point of contact.

Q&A document updated on 13JUN. The Production environment UPS system at Fort Lee is 225 KVA, not 100 KVA as previously stated. Further, the UPS system at DeCA West (California) does have an SNMP/Web card installed and DeCA does require remote monitoring for that system IAW the PWS. ******************************************************** Offerors must acknowledge the amendment via emailed response to contact@example.gov to be considered for award. Amendment 0002: Amendment issued to add a third UPS system to the acquisition. DeCA has a second UPS at Fort Lee, VA which requires maintenance and optional battery replacement. HQ (Ft. Lee, VA) - UPS System: Powerware (Eaton) - Serial #: EB062CAA09 - Battery Qty (each): 40 - Battery Manufacturer: C & D Technologies - Battery Model: LS 12-100 - 80 KVA ***************************************************** Amendment 0001: Amendment issued to remove the requirement for OEM maintenance plans. The solicitation now includes a PWS which offerors must respond to and address how they will meet or exceed the requirements listed. Additionally, an alternate battery model has been approved for the Powerware UPS at DeCA HQ. Finally, vendors are authorized to quote a maximum annual escalation rate for the battery replacement. In evaluating offers, the Government will determine the total evaluated price by adding the FFP maintenance costs of the base and four option years and then adding the maximum one-time battery replacement price to reach the total evaluated price. For example, if the proposed battery replacement cost were $100 and the maximum annual escalation proposed were 5%, the evaluated price for the battery replacement w ould be $121.55 (5% annual increase applied 4 times). ***************************************************** Please see the attached RFQ and brand-name justification for batteries. Two UPS systems require maintenance and optional battery replacement. Base year plus four 1-year option periods. HQ (Ft. Resale Ordering Agreement (ROA) Modification for FDS items
Solicitation # ROAModificationFDS
The Defense Commissary Agency (DeCA) is implementing a mass modification to the Resale Ordering Agreement (ROA) for Frequent Delivery System (FDS) items, effective November 11, 2026. This no-cost agreement updates the ordering and delivery framework by establishing the role of DeCA-authorized Distributors and a Cost of Goods (COG) pricing structure. Under this framework, suppliers are required to maintain established COG pricing and ensure product availability for authorized distributors, who then handle physical distribution to DeCA commissaries, ports, and other designated receipt locations. While DeCA typically remits payment to distributors, the agency retains the unilateral right to order and pay suppliers directly at the established COG. Suppliers must adhere to strict quality and compliance standards, including providing the latest date-of-pack products and meeting specific minimum shelf-life requirements at the time of final delivery: 10 days for milk, 12 days for processed meats and chilled products, 21 days for frozen items and ice cream, and 30 days for center-store grocery. Compliance obligations include brand-name certifications, regulatory adherence, and a strict prohibition on furnishing covered seafood items per 10 U.S.C. 4862(g). Additionally, suppliers must submit recurring monthly trade term reports and provide ad-hoc cost breakdowns within ten calendar days upon request. Price quotes must be submitted electronically via the EDI 879 Transaction Set or the DeCA Web Pricing portal by the 10th or 25th of the month to meet specific effective date windows.
