White Sands Missile Range Contracting Office intends to procure unique test equipment hardware, GigaView software, and installation services exclusively from Wavecrest Corporation based in Eden Prairie, Minnesota. This sole source acquisition is justified because Wavecrest is the only supplier capable of providing hardware and software that meet critical operational requirements: the ability to operate at the desired speeds, compatibility with the existing on-site Teradyne mainframe testers, and expandability for future needs. The procurement is conducted under the authority of 10 U.S.C. 2304 (1) and FAR 6.302-1, which allows for contracts awarded to only one responsible source when no other supplies or services meet the agency’s needs. The solicitation, numbered USA-SNOTE-050310-001, falls under the NAICS code 541511 and is managed by the W6QM Micc-white Sands office, part of the Department of Defense. Comments on this sole source justification were requested to be submitted by 4:00 pm MST on March 11, 2005, directed to Mari B. Beckler via email or fax. The equipment and software will be used at White Sands Missile Range, New Mexico, to ensure continued compatibility and performance with existing systems, providing the necessary technological capabilities for current and future testing operations.
