Scope: Upcoming RFP Notification: Water Rate Assistance Program This is an advance notification to inform firms of an upcoming RFP for Water Rate Assistance Program. Experienced and qualified Program Administrator will be tasked with Administering Valley Water’s Water Rate Assistance Program (WRAP) in an efficient, transparent, and equitable manner, including application intake, eligibility screening, payment processing, recordkeeping, reporting, and program oversight. Conduct diverse and accessible multilingual outreach and application assistance that reaches income-eligible households across Santa Clara County, particularly those facing language, technology, or access barriers. Disburse Valley Water-provided pass-through funds efficiently and accurately directly to water service providers on behalf of eligible WRAP participants, while maintaining sound data tracking, reporting, and program oversight.
