1. Introduction/Purpose
The United States Merchant Marine Academy (USMMA) at Kings Point, New York, has a requirement for full-scale food services. Performance objectives include quality, timeliness, customer satisfaction, sanitation, staffing, and management oversight. USMMA intends for this to be a Fixed Price, performance-based contract with a one-year base period and four one-year option periods, for a total potential period of performance of five years.
The purpose of this announcement is to identify interested and capable businesses, increase industry awareness, and gain feedback to assist with acquisition planning. Firms possessing the capabilities to perform the tasks described in the attached Performance Work Statement (PWS) are encouraged to respond.
This is not a solicitation announcement. This notice is for planning purposes only. Any information submitted by respondents to this notice is strictly voluntary. The Government will not award any contract based on the information received from this notice. This announcement does not guarantee that a solicitation or procurement of any kind will be issued, and it should not be construed as a commitment by the Government to enter into a contract. If a solicitation is issued, it will be announced on SAM.gov. It is an interested vendor’s responsibility to monitor this site for the release of any such solicitation.
2. Nature of Market Survey
Responses to this market survey will be used to develop the USMMA’s acquisition strategy to fulfill the requirements. The Government reserves the right to consider a set-aside for small businesses or one of the small business socioeconomic contracting programs (e.g., 8(a), HUBZone, service-disabled veteran-owned small business (SDVOSB), and women-owned small business (WOSB) including economically disadvantaged women-owned small business (EDWOSB)).

The responses to this Market Survey will be used for informational and planning purposes only.

- USMMA is not seeking or accepting unsolicited proposals.
- Any information provided under this market survey is for informational purposes only. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as proprietary. If appropriately marked, such information will not be released to the public by USMMA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. The Government may transfer documents provided by a respondent to any department or agency within the Executive Branch if the information relates to matters within the organization's jurisdiction.

5. Submittal Requirements for Market Survey
Responses to this Market Survey must include the following information:
Capability Statement – This document is limited to no more than ten (10) pages and must:

- CAGE Code, Unique Entity Identifier (UEI), and DUNS Number.
- Provide a concise description of:
- Your experience and capabilities in performing efforts of similar size, scope and complexity as described in the Performance Work Statement (PWS) within the last five (5) years.
- Your overall experience and capabilities providing food services.
- Any comments or recommendations you may have on the attached draft PWS.
- As applicable, a copy of the vendor’s Certification Letter identifying a preferred socio-economic status (such as SBA 8(a), Small Business, SDVOSB, VSB, etc.).
6. Delivery of Submittals
All responses to this market survey must be submitted by 7:00 am (Eastern Time) on May 18, 2026. Submissions received after this time and date will be considered late and may not be reviewed.
