Vic Trace Reservoir Replacement Project

The Vic Trace Reservoir Replacement Project, identified by solicitation number PRE2025-0035 and project number 41510, is a public works initiative by the City of Santa Barbara to modernize aging water infrastructure. The primary objective is to enhance the reliability, resiliency, and operational flexibility of the city water system while complying with federal security regulations. The scope of work includes the demolition of an existing 10-million-gallon reservoir and the construction of two new 5-million-gallon circular, prestressed concrete reservoirs that will be fully buried. Onsite improvements feature a new valve building for pumps and disinfection systems, the re-abandonment of an existing oil well, and the installation of retaining walls and landscaping. Offsite work involves the replacement and relocation of underground water pipelines within the Alta Mesa neighborhood and the relocation of a pressure reducing valve station. The project is scheduled for construction over a three-year period, anticipated to begin in July 2028 and conclude by August 2031. Performance will occur at the Vic Trace Reservoir parcel at 740 Dolores Drive, with additional work in surrounding public rights-of-way and the use of a city-owned property at 1633 La Coronilla Drive for temporary offices. Environmental reviews have identified potential impacts on air quality, biological resources, and cultural assets, with noise impacts noted as significant and unavoidable. The project is managed by the City of Santa Barbara Public Works Department, with Kelly Bourque serving as the Supervising Engineer and primary point of contact.
