The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The State Water Board is financing the Project referred to internally as Fiscal Year 2022-2023 Phase I NPW Improvements Project. The Project includes the following upgrades to the WRP 7:
1. Retrofit the existing dual media filter basins with cloth disk filters to improve tertiary treatment to match the rated capacity of the plant within the same footprint. Substitute the existing use of Coachella Canal irrigation water with recycled water.
2. Construct an ultraviolet system to match the rated capacity of the plant in accordance with Title 22 regulations, in an enclosed building and with an electrical building to substitute use of chlorine gas.
3. Abandon the existing chlorine gas system, and maintain the chlorine contact basin for potential future use by operations for effluent/backwash holding.
4. Upgrade the following existing systems associated with the tertiary process:
a. Secondary effluent flocculation system.
b. Tertiary process chemical feed systems, including sodium hypochlorite storage.
c. In-plant secondary effluent, and non-potable water (NPW) delivery pumping systems capacity.
d. Tertiary Process electrical motor control centers.
The Project also includes the replacement of the aged infrastructure at canal water delivery pump station MP 113.2, and installation of approximately 1,300 linear feet of NPW pipeline to connect Youngs Farmland to the existing NPW pipeline on Avenue 38.
