Well 34 and Well 19 Wellhead Treatment Project (Project)

The Well 34 and Well 19 Wellhead Treatment Project, managed by the State Water Resources Control Board Division of Drinking Water, involves critical water treatment system improvements in Montclair, California. The primary objective is to reduce 1,2,3-TCP and nitrate concentrations to levels within their respective Maximum Contaminant Levels. The scope of work includes excavation, the installation of approximately 10,586 square feet of concrete pads, and the deployment of four GAC vessels and two IX structures. Additionally, the project requires the installation of six aboveground storage tanks, consisting of two brine tanks and four waste tanks, the reconfiguration of well discharge piping, the addition of site lighting, and soil backfilling at the Well 34 site. The system will feature two parallel trains, each treating 1,000 gallons per minute, with additional concrete pad space reserved for a third train to treat Well 19. Construction will disturb approximately 0.87 acres of the 1.38-acre project site, and there will be no expansion of permitted water production from the wells. This project is classified under NAICS code 237990 and is exempt under California Code of Regulations sections 15301 and 15303. The State Water Board issued Permit Amendment No. 06-27-26A-005 on August 3, 2026, to authorize these improvements.
