The government intends to make a sole source award to Global Spectrum, L.P. for the use of the Utah Valley Convention Center in Philadelphia, PA, to host the ESGR Job Fair scheduled for September 12, 2013. This decision is based on the authority provided by 10 U.S.C. 2304(c)(1)(iii)(A) and FAR 6.302-1, citing the lack of other venues in Utah County that are large enough to accommodate vendor booths and job training activities. This notice serves as the only announcement of the government's intent to solicit and negotiate exclusively with Global Spectrum unless other certified firms can demonstrate, with clear and convincing evidence, that competition would be advantageous. Interested certified firms capable of providing the required services were invited to submit their interest via email by August 15, 2013, with all responses being duly considered at the government's discretion. The solicitation number for this contract is W90M8L31970109, posted by the Department of Defense’s W7N3 Uspfo Activity Ut Arng office in Draper, Utah. No extensions for response submissions would be granted, and the government reserves sole discretion in deciding whether to proceed without competition based on the responses received. Ashford Borough Council is seeking a skilled long-term partner to manage and operate the Ashford Arts Centre (AAC) through a concession arrangement. The AAC is a new hybrid commercial and community venue being developed from the former Ashford Odeon cinema building in Ashford town centre. The operator will be responsible for delivering a diverse programme including theatre, live performances, comedy, family shows, and community use, as well as managing a hospitality and events offering. The project is currently at RIBA Stage 3, meaning the final scope is subject to confirmation as the design evolves. The contract is estimated to run for 15 years from April 1, 2027, to March 31, 2042. The procurement is particularly suited for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). The award will be based on the Most Advantageous Tender, evaluated on quality (60%), commercial offer (25%), business case (10%), and legal factors (5%). The procurement process follows a competitive flexible procedure involving a Pre-Selection Questionnaire and an Initial Tender, with potential subsequent negotiation and final tender stages. All responses must be submitted via the Kent Business Portal by the deadline of January 8, 2027, at 10:00 am.
