Z1DZ--695-22-123 Upgrade N Campus Medium Voltage Feeders
Solicitation # 36C25226B0023
The Department of Veterans Affairs is seeking qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to perform a $5 million to $10 million firm fixed price contract for the Upgrade North Campus Medium Voltage Feeders project at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The work involves replacing the existing radial underground medium voltage electrical distribution system with a composite primary loop radial system to enhance redundancy, safety, and fault isolation, including installation of new duct banks, pad-mounted equipment, a kirk-key interlock system, and current transducer fault indicators. All work must be executed in compliance with approved specifications and drawings, with strict phasing to maintain uninterrupted operations at the medical facility. Contractors are required to submit a detailed utility survey report and final as-built drawings upon completion. This procurement is strictly set aside for SDVOSBs and VOSBs under NAICS code 238210, with size standards capped at $19 million in annual receipts. Offerors must be certified by the VA’s Center for Veterans Enterprise and registered in SAM, with valid UEI and CAGE codes. A critical requirement is compliance with VAAR 852.219-75, limiting subcontracting to no more than 75% of the contract value to non-SDVOSB/VOSB firms, with material costs excluded from this calculation. Subcontracting compliance must be documented and verified. Respondents must submit a single, maximum 10-page letter by April 3, 2026, via email to the Contracting Officer, detailing company information, SAM and CVE verification, bonding capability, and evidence of two similar past projects valued between $5 million and $10 million completed within the last five years. The contract has a 410-day performance period, with all work performed at the VA medical center, and final acceptance will occur on-site by the Government. No options, security clearances, or formal packaging requirements are included, and the award is anticipated to be made on a Lowest Price Technically Acceptable basis, though formal evaluation criteria have not been fully disclosed.

Contractor shall furnish all labor, materials, equipment, supervision, and other items required to complete the renovation of the pool and HVAC systems at Building 132 of the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, under Project #556-24-122. The project mandates complete replacement and modernization of the pool plumbing and associated systems to bring the facility into compliance with current codes and the Architectural Barriers Act (ABA), including accessibility upgrades to staff and patient locker rooms. The existing elevated platform-mounted AHU will be demolished and replaced with a new exterior pad-mounted unit. Work must be performed in an active healthcare environment, requiring strict adherence to infection control measures, ICRA protocols, UL-rated wall assemblies, and safety standards as defined by OSHA. The scope includes pre-construction coordination, dust-tight containment, and post-construction activation, all subject to Government inspection and final acceptance at the site. Performance is fixed at 365 calendar days from the Notice to Proceed, with no flexibility in schedule. All materials must meet specified standards: cast or malleable iron fittings are prohibited, only ASTM A193 forged steel fasteners are permitted, and products from entities on the OFAC SDN List, including Iran’s Islamic Revolutionary Guard Corps, are strictly forbidden.
