*DELIVERABLE: CAT-2 / DBB-AE * Design FY25/Q1 * Construction FY26/Q1 *MND: 8-1-2024 *Justification Statement: The inability to access the chemical tubs on the North and West side of B873 will affect S31 and S71's electroplating ability to support the mission. If the mobile cranes currently being used temporarily are unable to support, this will force the electroplating operations out to other installations, causing major delays that could impact the ships abilities to undock on time. Full bridge crane access to the chemical tubs will be critical to the avails of multiple submarines and a carrier. This has the attention of CAPT Crinklaw due to the mission support impacts. BACKGROUND: Building 873, completed in 1977, is a reinforced concrete structure composed of pre-cast tilt-up-panels, bearing wall perimeter and an interior of cast-in-place reinforced concrete columns. Structural steel is used in crane rails and crane support columns as well as structural mezzanines and floor grating support. The roof system is composed of pre-cast, pre-stressed structural tees, resting on a poured concrete ridge beam with poured concrete infill between the tees. Concrete design methodology at the time of construction was working stress design as opposed to the limit states methodology currently in use. Building 873, previously held the designation, Metal Fabrication Facility P/432. The construction of P/432 required the demolition of Building 145 and Building 538 on the site. The primarily level site did not contain utilities that were abandoned in place in the area adjacent to or near to column J-13. The grading plan indicates that the subject column and adjacent slab were not placed in an area of substantial fill. Column J-13 bears the load of approximately 25% of th ...
