WAFB/B-21 Project Update to Industry
Solicitation # W912DQSSWAFB
The US Army Corps of Engineers, Kansas City District, is providing an industry update regarding upcoming military construction projects at Whiteman Air Force Base, specifically supporting the B-21 program. All projects exceeding 7.5 million dollars will be executed using Other Transaction Authority (OTA), meaning they are not FAR-based and do not utilize standard set-asides. The procurement strategy focuses on Qualification Based Selections through a two-step process: the submission of a 10 to 12 page white paper to identify the most qualified firms, followed by interactive presentations to select a single entity based on their collaborative capabilities and innovation. The scope of work for FY26 through FY30 includes several high-value facilities, such as a Low Observable facility estimated between 145 million and 165 million dollars, Environmental Protection Shelters, a Weapons Load Trainer, a Flight Simulator, and a Field Training Detachment. Project durations range from 660 to 1,095 calendar days, with many requiring adherence to ICD 705 standards for secure areas. Performance will take place at Whiteman Air Force Base, with specific site constraints including the PL2 area and Construction Free Zones. Personnel must be United States citizens with no criminal record and possess a state-issued REAL-ID card. Industry feedback is being sought via a market intelligence questionnaire due by September 18, 2026, to refine the OTA procurement practices and white paper submission timelines.
