27009 Commodity Processed Meat and Prepared Foods for Warehouse Delivery

Tulsa Public Schools is soliciting proposals for the provision and warehouse delivery of commodity processed meat and prepared food items for use in school cafeterias. The contract requires qualified processors or distributors to provide USDA Foods processed end products in compliance with 7 CFR Part 250 and applicable National or In-State Processing Agreements. The initial period of performance runs from the date of award through June 30, 2027, with the possibility of three optional one-year renewals extending the agreement through June 30, 2030. All products must be shipped prepaid, FOB destination, to the TPS Warehouse in Tulsa, Oklahoma, on an as-needed basis. Award selection is based on a weighted evaluation of price (36 points), quality (30 points), variety and availability (19 points), minimum shipment requirements (5 points), lead time (5 points), and references (5 points). Vendors must adhere to strict food safety standards, including a minimum 75% remaining shelf life upon delivery and the maintenance of a Food Safety/HACCP/Recall Plan. Compliance with the Buy American Act and various federal regulations is mandatory. Additionally, successful offerors must provide comprehensive insurance coverage, including Commercial General Liability, Professional Liability, and Commercial Automobile Liability, and submit a Non-Collusion Affidavit. Proposals must be submitted electronically via the Beacon Bid Portal by October 16, 2026.
