The United States Patent and Trademark Office (USPTO) intends to procure brand name Cisco MDS9000 SAN switches to support and expand its existing Cisco-based hardware infrastructure for automated information systems (AIS). This acquisition focuses on extending the capacity of the Data Facility West while maintaining centralized storage in the Data Facility East, specifically provisioning storage for the Patent File Wrapper (PFW) environments. The contract will be executed using simplified acquisition procedures under Part 13 of the FAR and the Patent and Trademark Acquisition Guidelines, leveraging USPTO’s existing indefinite delivery/indefinite quantity (ID/IQ) contracts. The solicitation is restricted to Cisco products to ensure compatibility, continuity of network traffic, and business processes based on the USPTO’s established Technical Reference Model (TRM). Acquiring Cisco SAN switches aligns with USPTO’s strategy to manage costs by sharing spare parts and reducing maintenance associated with heterogeneous hardware. Using different hardware would introduce additional complexities, such as extra engineering design, component and system testing, and training, potentially causing delays and increased budgetary requirements. The contract is managed by the Department of Commerce's USPTO office in Alexandria, VA, with Sylvia G. Van Dyke serving as the contracting officer and primary point of contact for inquiries related to this acquisition.

Full Description

The United States Patent and Trademark Office (USPTO) plans to procure brand name Cisco MDS9000 SAN switches to support existing Cisco hardware infrastructure that is installed and in production for the USPTO?s automated information systems (AISs). This announcement is considered a brand name justification. This acquisition will be conducted utilizing Part 13 of the FAR, Simplified Acquisition procedures, and the test program authorized in FAR subpart 13.5, and the Patent and Trademark Acquisition Guidelines (PTAG). The acquisition will be conducted utilizing USPTO?s existing ID/IQ contracts. A solicitation will not be released to any other vendors. Specifically, the purchase is to expand the USPTO?s Data Facility West. These switches will allow storage to remain centralized in the Data Facility East while supporting the Data Facility West. This expansion is necessary to provision storage located in the Data Facility East for the Patent File Wrapper (PFW) environments in the Data Facility West. Maximum efficiencies for a successful infrastructure spanning multiple data centers are to acquire specific native mode protocols from a single manufacturer. Cisco networks hardware is the USPTO?s established standard based commercial product for its AISs in accordance with the USPTO?s Technical Reference Model (TRM). It is essential that the USPTO acquire Cisco switch products to maintain the continuity of the network traffic and business processes and maintain compatibility. In addition, purchase of the same Cisco hardware will reduce and/or share the cost of spares with other network projects, and reduce the maintenance cost by not having to maintain different similar functioning products. Purchase of different hardware will require additional engineering design and training, component testing, system testing, etc. to ensure reliability and compatibility testing which will delay the mission critical project time and increase the costs beyond the budget limits. If you have questions regarding this notice, they may be addressed by email to Sylvia Van Dyke at contact@example.gov.

The primary objective of this effort is to educate the public on the dangers of counterfeit pharmaceuticals and medical devices that are falsely represented as legitimate products. The scope of work includes the creation of a comprehensive campaign strategy, production of videos and public service announcements, development of a microsite and social media campaign, and the writing of blogs and press releases. Additionally, the selected vendor will be responsible for identifying and pitching influencers, celebrities, and journalists to amplify the campaign's reach and collaborating with the Office of Public Affairs to establish success metrics. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. The government intends to use the gathered information to identify qualified small business contractors for a future solicitation. Interested vendors must submit a concise response not exceeding five pages, including a capability statement, primary contact information, and relevant project examples, in searchable PDF format. Questions are due by October 26, 2026, at 1pm ET, and final RFI responses must be submitted to the designated points of contact, Joy Pitts and Emanele Gawrelski, by November 6, 2026, at 10am ET.
