The Department of Veterans Affairs (VA), Regional Procurement Office West (RPOW), Veterans Integrated Service Network (VISN) 5, Health Service Area (HSA) 52, Network Contracting Office (NCO) 21, on behalf of VA Palo Alto Health Care System, intends to issue a solicitation for a total solution system that manages instrument data, quality control, linearity, operators, certifications, and devices, and that supports device configuration and related functions at the point of care (also known as a Remote Automated Laboratory System (RALS). This system is intended to facilitate seamless integration and data transfer between point-of-care laboratory equipment and the hospital information system. This notice is being posted for acquisition planning and to inform interested vendors of an upcoming requirement.


It is the Government's belief that only Abbott Rapid Diagnostics Informatics, Inc possesses the required capabilities to successfully meet this requirement. The proposed vendor Abbott Rapid Diagnostics Informatics, Inc located at 915 E High ST STE 500 Charlottesville, Virginia 22902 is the sole manufacturer and distributor of Abbott RALS. VA Palo Alto Health Care System has utilized the RALS system since 2016 is the only firm capable of providing the needed supplies and services without experiencing substantial duplication of cost that could not be expected to be recovered through competition. As a result, vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the items identified to be eligible for participation with this acquisition. Vendor must be able to provide the documentation that demonstrates such aforementioned authority.


The qualifying North American Industry Classification System (NAICS) code for this effort is 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services with a Small Business Administration (SBA) size standard of $40.0 million. The Product Service Code is 7H20 - Platform Products: Database, Mainframe, Middleware.


This notice satisfies the requirement at RFO 5.101. Additionally, IAW RFO 5.101 all interested responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. All interested offers MUST have an active vendor record in SAM.gov, under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment.
