AI Contract Overview
The Federal Aviation Administration is seeking small business vendors to supply conversion kits for upgrading the Air Traffic Control Beacon Interrogator systems at ASR-9 radar facilities as part of the broader Radar System Replacement Program. These kits, developed by AJW-1433, are designed to replace existing rotary joint configurations with new beacon cable assemblies that align with the Mode Select Beacon System (Mode-S) architecture, enabling compatibility with the Brand-New Air Traffic Control System. The current rotary joints lack the necessary signal paths for integration into the modernized RSR infrastructure, making this modification essential for operational continuity and system interoperability. The solicitation, identified as AC-26-03745-ASR-9_Beacon_Cable_Kit, was posted on July 14, 2026, with responses due by August 4, 2026. This procurement is designated as a total small business set-aside under SBA guidelines, with the North American Industry Classification System code 517810. The contract is managed by the Department of Transportation’s Franchise Acquisition Services office located in Oklahoma City, Oklahoma, and the work will be performed at ASR-9 sites across the country, with the primary point of contact being Raymond Lena of the FAA. Vendors must meet small business eligibility requirements and be prepared to deliver kits that fully meet the technical specifications for retrofitting existing ATCBI-5 systems.

Full Description
The Federal Aviation Administration (FAA) has identified a requirement to procure conversion kits to support modifications to the Air Traffic Control Beacon Interrogator (ATCBI-5) configuration at Airport Surveillance Radar Model 9 (ASR-9) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.
The rotary joints currently installed at ASR-9/ATCBI-5 sites do not provide the number of signal paths required to support integration with the RSR architecture. To achieve compatibility, the existing rotary joints must be converted to the configuration utilized at ASR-9 sites equipped with the Mode Select Beacon System (Mode-S). This conversion requires the installation of a kit developed by AJW-1433, which replaces the existing beacon cables.
