AI Contract Overview
The Federal Aviation Administration is seeking small business suppliers to provide conversion kits for upgrading the Air Traffic Control Beacon Interrogator ATCBI-5 systems at ASR-8 radar facilities as part of the broader Radar System Replacement Program. The existing rotary joints at these sites lack the necessary signal paths to interface with the new Brand-New Air Traffic Control System architecture and must be modified to match the configuration used at sites equipped with Mode-S beacon systems. The required kit, developed by AJW-1433, adds a critical additional signal path to enable compatibility with ASR-8 rotary joint encoders, ensuring seamless integration with the upgraded infrastructure. The solicitation, identified as AC-26-03764-ATCBI-5_Encoder_Mod_Kit, was posted on July 14, 2026, with responses due by August 4, 2026, and is designated as a Total Small Business Set-Aside under SBA guidelines. The NAICS code 517810 applies to this procurement, and all work will be performed in Oklahoma City, Oklahoma. The contract is managed by the Department of Transportation’s Franchise Acquisition Services office located in Oklahoma City, with Raymond Lena serving as the primary point of contact for inquiries. The initiative supports modernization efforts under the RSR Program, ensuring legacy radar systems remain operationally viable within the next-generation air traffic control environment.

Full Description
The Federal Aviation Administration (FAA) has identified a requirement to procure conversion kits to support modifications to the Air Traffic Control Beacon Interrogator (ATCBI-5) configuration at Airport Surveillance Radar Model 8 (ASR-8) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.
The rotary joints currently installed at ASR-8/ATCBI-5 sites do not provide the number of signal paths required to support integration with the RSR architecture. To achieve compatibility, the existing rotary joints must be converted to the configuration utilized at ASR-8 sites equipped with the Mode Select Beacon System (Mode-S). This conversion requires the installation of a kit developed by AJW-1433, which adds an additional signal path to accommodate the encoders used in the ASR-8 rotary joint.
