The Department of the Interior, through its Franchise Fund activity GovWorks and on behalf of the Department of Health and Human Services Office on Women's Health, is seeking a contractor to design and conduct a comprehensive external evaluation of the National Centers of Excellence in Women’s Health (CoE) program. Established in 1996, the CoE program aims to improve healthcare for American women through successive generations of centers focused on a range of initiatives including health service delivery, provider training, research, community outreach, and leadership development. This contract will specifically focus on evaluating the 4th generation of the program and potentially the 5th and 6th, while building upon and expanding the scope of previous internal evaluations conducted for earlier generations. The evaluation will involve developing a robust plan and methodology to assess each of the five key components of the program both independently and in terms of their integration, as well as examining program innovation, sustainability, outreach to underserved populations, and overall impact on women’s health in the target catchment areas. The contract is expected to last approximately 27 months, encompassing project implementation, data analysis, and final reporting, and will be divided into three phases funded across three fiscal years. Interested contractors were invited to request full solicitation documentation and proposal instructions by a specified deadline, with the intention to award a time-and-materials contract.

NA The Department of Interior through its Franchise Fund activity GovWorks, on behalf of the Department of Health and Human Services Office on Women's Health (DHHS OWH), is seeking a potential contractor to develop and implement a comprehensive evaluation study to objectively assess the impact of the National Centers of Excellence in Women=s Health (CoE) program to the institutions and the targeted catchment areas by a contractor external to the CoE Program. BACKGROUND: In 1996, to improve the health care of American women, the Office on Women's Health (OWH) within the Department of Health and Human Services (DHHS) established the National Centers of Excellence in Women=s Health (CoE) program. Second, third, and fourth generations of CoEs were established in 1997, 1998, and then after an internal evaluation, in 2003, respectively. (see map at http://www.4women.gov/COE/map.pdf.) Additional information on each CoE can be found at: http://www.4women.gov/coe/links.htm. SCOPE OF WORK: This contract serves primarily as a mechanism for the OWH to obtain a comprehensive plan and methodology for the evaluation of the 4th and possible future 5th and 6th generations of the CoE program However, since the evaluation of the 1st-3rd generations was an internal evaluation, this contract shall review the previous study to assess and conduct additional evaluation work to enhance its comprehensiveness. The evaluation plan and methodology shall examine independently each of the five program components and how well each component is integrated with the others. The five components include: comprehensive health service delivery, training of professional health providers, research, community outreach, and leadership development for women faculty. In addition the evaluation shall assess the ability to become self-sustaining; innovative; reach underserved, elderly and minority women; and the impact of the CoE program, as a whole, on the health status of women in the relevant catchment areas. The period of performance of the resultant contract will be approximately 27 months including project implementation, data analysis and delivery of final data files and documentation. The project shall be implemented in three phases and funded in three fiscal years. If you are interested in proposing on this project, please send your email request for complete RFP documentation and Statement of Objectives to: contact@example.gov no later than COB January 22, 2004.
