Commercial Lodging for the 433rd Airlift Wing
Solicitation # FA301626Q0138
Solicitation FA301626Q0138 is a request for a firm-fixed-price Blanket Purchase Agreement (BPA) to provide commercial lodging services for the 433rd Airlift Wing at Joint Base San Antonio (JBSA) Lackland. This acquisition is a total set-aside for small business concerns under NAICS code 721110, with a master limit of 1,269,000 dollars over a five-year period of performance. The contractor must provide safe, clean, and compliant accommodations for personnel in various duty statuses, including Unit Training Assemblies and Active Duty. Requirements include a maximum capacity of 50 double and 25 single occupancy rooms per UTA, daily maid service, and strict adherence to AFOSH 91-001, ADA compliance, and the FEMA National Master List for fire safety. The award will be granted to the Highest Technically Rated Offeror with a Fair and Reasonable Price (HTRO-FRP) through a three-step evaluation process. First, only the five lowest-priced quotes advance to technical evaluation. Second, offerors must pass four mandatory gates: FEMA listing, a 15-mile driving radius from JBSA-Lackland or Fort Sam Houston, JTR per diem rate compliance, and a successful physical site inspection. Third, eligible quotes are scored on proximity to the installation, room block guarantees, and amenities such as in-room kitchenettes and complimentary hot breakfast. Payment is handled via Government Purchase Card for calls under 25,000 dollars and through the Wide Area Workflow (WAWF) module for calls exceeding that amount, with consolidated monthly invoices due by the 10th of each month. Submissions must be divided into two distinct volumes: a price submission and a technical submission. Any pricing information included in the technical volume will result in the quote being deemed non-responsive.

The Department of Homeland Security’s Customs and Border Protection, through its Mission Support Contracting Division, is seeking a Total Small Business Set-Aside under FAR 19.5 for lodging services to support a two-week training course at the US Border Patrol Academy in Roswell, New Mexico, for a delegation from El Salvador under the Border Security Enforcement Training Program Phase IV. The requirement calls for a total reservation block of 34 rooms at a single hotel within the Roswell, New Mexico 88201 zip code, with 18 rooms covered under a federal purchase order—16 with two double beds and 2 with single beds—and an additional 16 single rooms reserved for government employees paid via travel cards at the same daily rate, though not invoiced under the contract. Vendors must propose pricing based on the Federal Travel Regulation per diem rate for Roswell, include all applicable taxes in their total, and exclude any charges for incidentals such as Wi-Fi, mini-bar, or room service, which are the responsibility of the guests. The solicitation is evaluated using a lowest priced, technically acceptable method, with pass/fail gates requiring full compliance with all technical requirements and the absence of clauses that could subject the government to additional, undisclosed charges after award. The response deadline for this solicitation, originally set for July 8, 2026, at 10:00 a.m. ET under Amendment A0001, was further extended to July 8, 2026, at 3:00 p.m. ET by Amendment A0002, which also revised the Statement of Work in its entirety. No further extensions will be granted unless deemed in the government’s best interest, and no additional questions will be accepted or responded to after the deadline. All proposals must be submitted electronically to Erin.Schwam@cbp.dhs.gov, time-stamped and received by the revised deadline, with late submissions disqualified. Vendors are responsible for ensuring timely delivery and are advised to account for potential security system delays. The SF30 form corresponding to the most current amendment must be fully completed and signed, and included with the proposal. Payment for the 18 rooms under contract will be processed through the Invoice Processing Platform, while the government will provide its tax exemption number to the awardee. The requirement excludes conference rooms and working lunches, and the contractor must ensure all rooms meet standard accommodation norms with private bathrooms. The place of performance is strictly Roswell
