Checkpoint Accounting and Auditing Standards Research Platform Brand Name or Equal

The Government Accountability Office (GAO) is seeking a commercially available, off-the-shelf, cloud-based research platform to provide electronic access to current and historical accounting and auditing standards, including materials from the AICPA, FASB, GASB, and IASB, for at least 300 users. The solicitation, identified as 05GA0A26Q0044, is for the Checkpoint Accounting and Auditing Standards Research Platform or an equal product, with performance to be conducted in Washington, D.C. The contract includes a 12-month base period and four 12-month option periods, extending potential performance through September 26, 2031. The platform must support keyword, citation, natural language, and Boolean searches, allow PDF downloads, and provide customer support from 9 a.m. to 5 p.m. Eastern Time, Monday through Friday, along with both asynchronous and synchronous training options. Vendors must also deliver quarterly and annual user statistics. Award will be made on a Lowest Price Technically Acceptable basis, with technical acceptability determined by pass/fail gates including authorized reseller status for Checkpoint products, alignment of offerings with Contract Line-Item Numbers, adherence to the Statement of Work, demonstration that alternative products meet or exceed salient characteristics listed in Attachment B, and complete pricing for all CLINs. Non-compliance with any gate disqualifies the offer. The platform must be accessible via IP authentication and individual logins, and the contract is firm fixed price. All contractors must comply with GAO’s security requirements, including adherence to the National Industrial Security Program, NISPOM, and GAO Order 0910.1, and must ensure that all personnel accessing GAO resources are U.S. citizens or lawful permanent residents who undergo background investigations as determined by GAO’s Security and Emergency Management office.
