The Florida Department of Financial Services (DFS) has issued Invitation to Negotiate (ITN) number ITN-14535, seeking to modernize its Online Liquidation Claims Processing System (OLCP) used by the Division of Rehabilitation and Liquidation (DRL). The primary goal is to replace the aging OLCP with a modern system that enhances workflow automation, improves customer service, scalability, and system stability. This solicitation anticipates awarding a single contract, although the Department reserves the right to make no award should it be in the state's best interest. The procurement process emphasizes a best-value evaluation methodology balancing technical merit, risk mitigation, stakeholder experience, and cost effectiveness rather than solely focusing on low price. Respondents must submit comprehensive proposals structured into five volumes, addressing technical capacity, price details using a specified Excel template, certifications, contract exceptions, and optional innovative services. The submission deadline is January 30, 2026, and proposals must be physically delivered to the Department’s Office of Purchasing and Contractual Services in Tallahassee. The scope of work covers end-to-end design, development, testing, and deployment of the claims system, including automation of business processes, reporting enhancements, data migration from legacy systems, and integration requirements. Detailed contract attachments provide requirements for pricing, security, data management, and business rules. Vendors must adhere to rigorous cybersecurity standards, comply with HIPAA and HITECH as a Business Associate due to handling sensitive information, and follow strict data ownership and destruction protocols post-contract. The contract includes special conditions on personnel qualifications, security clearances, conflict of interest prohibitions, and compliance with Florida accessibility statutes. Delivery is FOB Destination, and the Department will conduct inspections and formal acceptance based on detailed functional and quality criteria outlined in the Statement of Work. Although pricing details remain unpopulated in the solicitation documents, the evaluation process incorporates cost-benefit analysis alongside technical factors to select a vendor that best meets the Department’s modernization, scalability, and service objectives.
