The applicant is proposing to amend a previously approved Conditional Use Permit (CUP) for a 300 megawatt (MW) commercial solar photovoltaic facility with 300 MW battery storage to be located at 18352 Avenal Cutoff Rd., Stratford, Assessor’s Parcel Numbers 026-010-028, 026-300-004, -031, -032, -033, -043, -044, 026-320-002, & -003. The previously approved CUP also includes a substation, 2.5-mile-long gen-tie line, Operations & Maintenance facility, and ancillary infrastructure and equipment, which was approved by the Kings County Planning Commission on April 1, 2024. The amendment proposes three (3) modifications to the approved CUP. The first modification is to realign the on-site segment of the gen-tie line to run along the southeast side of Avenal Cutoff Rd. for approximately 1.4 miles from the northeast corner of the Project Site southwestward to the relocated project substation. The second modification is to change the location of the project operations center to an approximately 13-acre area of the Project Site located on the north side of Laurel Ave. approximately 0.3 miles east of Avenal Cutoff Rd. The third modification is to add a steel storage building (approximately 120 ft by 60 ft or 7,200 sf) to the project operations center for the storage of spare parts. An addendum to the Initial Study/Mitigated Negative Declaration has been prepared.
