The Capital Area Regional Tolling Authority (CARTA) is seeking a qualified consulting firm to provide comprehensive staff resources and technical expertise for the development, implementation, and ongoing operation of its Toll Program, including support for the Yolo 80 Managed Lanes Phase 1 project. The contract encompasses six core tasks: managing the toll program and providing general advising, overseeing toll accounting and revenue recognition, executing strategic communications and public education efforts, supporting the construction of the Yolo 80 Toll System, and assisting with the construction of the Back Office, Customer Service Center, and Traffic Operations Center. Additionally, there are three optional tasks available, including a toll tag penetration campaign, technical advising services, and future corridor implementation, which will be funded and executed on a task order basis at the discretion of CARTA’s future board actions. The contract is planned for an initial three-year period from January 2026 to December 2028, with two optional extension years through 2030, and a budget cap of $5 million for the base tasks over the initial period. The procurement is administered by the Sacramento Area Council of Governments (SACOG), but the resulting contract will be directly between the selected consultant(s) and CARTA. Proposals will be evaluated by a panel comprising staff from SACOG, Caltrans, Yolo Transportation District, Sacramento Transportation Authority, and other regional transportation agencies. The contract will include oversight of the procurement process for a toll system integrator, with restrictions preventing the selected consultant from being involved as a prime or subconsultant in future toll system implementation projects. The agreement will adhere to standard contractual terms outlined in CARTA’s sample non-federal agreement, covering scope of work, performance standards, compliance, payment, and termination provisions. Cost proposals are required for the core tasks over the initial period and each subsequent optional year, but not for the optional tasks themselves. The project aims to ensure a coordinated, transparent, and effective rollout and management of CARTA’s tolling initiatives across the region.
