This is an amendment to the original announcement posted March 7, 2007. This announcement is hereby posted as a Notice of Intent versus a combined synopsis/soliciation. The Contracting Center of Excellence (CCE) on behalf of the Office Chief of Sta ff Army (OCSA) intends to award a sole source contract to PowerSteering Software, Inc., 141 Portland Street, 10th Floor, Cambridge, MA 02139 for the purchase of annual maintenance and level-one help desk support service for the Power Six Sigma Software. T his software tracts and gathers metric data on Lean Six Sigma (LSS) projects as they are created by the Armys business Transformation Team. In addition, the software provides idea and pipeline management for idea submittal, prioritization and charters, p roject management for project plans and schedules, tools and templates, status reporting, issues/discussions, benefit tracking, knowledge management for version control, full text search and best practice repository, resource management for roles and alloc ation, time sheets, cost tracking, skill sets certifications, portfolio and program management for rollup benefit, benefit allocation across units, graphical status display, dynamic portfolios, and saved and customer reporting. This is a follow-on effort for the continued provision of highly specialized services. Service can only be provided from the original source. The period of performance for this effort will be for twelve (12) months from contract award. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider all ca pability statements received by 10:00 AM on 14 March 2007.
