The U.S. Department of Energy's Office of Electricity Delivery and Energy Reliability plans to award a sole source contract to the Oil Price Information Service for a daily feed providing site-specific retail fuel prices across the continental United States. This service uniquely delivers real-time pricing data on three grades of gasoline and diesel for over 120,000 stations nationwide, including detailed information such as fuel location, station name, address, geographic coordinates, brand, product type, retail price, and the last confirmed purchase timestamp. The DOE is proceeding under a non-competitive justification citing One Responsible Source exemption. This notice serves as an intent announcement rather than a solicitation for competitive proposals. Interested firms that believe the sole source procurement should be challenged are invited to submit capability statements and pricing by a specified deadline for consideration. However, the DOE retains full discretion to determine whether to open the requirement for competition based on these responses. The contract is identified as DE-SOL-0005423, posted on March 20, 2013, and no solicitation or set-aside details are provided.
