Dishwashing Machines Lease and Maintenance

The U.S. Navy, through NAVSUP Fleet Logistics Center Norfolk, is awarding a sole source contract to ECOLAB for the lease, maintenance, and emergency repair of dishwashing and pot and pan machines at specified locations including Naval Station Norfolk, Subase New London, and NAVSTA Newport, with services required to operate seven days a week, 365 days a year in full compliance with the Tri Service Food Code, Chapter 4, Sections 4-501.14, 4-501.110, 4-501.112, and 4-501.113, as well as referenced military medical and air force instructions. The contract covers the provision of ten dishwashing machines, two pot and pan machines, and three boosters, with preventive maintenance conducted per manufacturer guidelines and emergency repairs requiring a 24-hour turnaround. All work must be performed at DoDAAC N61463, 1510 Gilbert Street, Norfolk, VA, and the contractor must submit signed service reports within five days of each repair and monthly electronic reports to the Contracting Officer’s Representative. The contract is a Firm Fixed Price arrangement with a base period running from July 16, 2026, to July 15, 2027, and multiple one-year option periods extending through March 2030. Contractor personnel must be U.S. citizens or permanent residents with at least three years of legal U.S. residency and must undergo and complete a NACI or T1 investigation, including an FBI fingerprint check, with SF-85 forms, FD-258 fingerprint cards, and signed release statements submitted at least 30 days before access is needed. The contract incorporates numerous FAR and DFARS clauses addressing labor standards, equal opportunity for veterans, child labor, service contract compliance, security prohibitions, convict labor, and safeguarding covered defense information. The contractor must comply with Buy American requirements, prohibit trafficking in persons, and ensure no debarred entities are involved.
