The Department of War Education Activity (DOWEA) is seeking information from eligible institutions of higher education on potential approaches, capabilities, and standard practices for establishing formal, industry‑standard MOUs or MOAs to support dual or concurrent enrollment opportunities for DoWEA high school students in accordance with Section 2164c of the FY26 NDAA. This RFI is intended to inform planning for a possible system‑wide dual enrollment program by gathering input on institutional models, agreement frameworks, academic alignment, credit transferability, instructional delivery, and student support considerations that could be implemented consistently across DoWEA’s global school system.
