Electric Vehicle Charging Station and Logistics Facility Project

A 99.85-acre site located 0.25 mile north of the intersection of Lenwood Road and Jasper Road in the unincorporated area of San Bernardino County within the City of Barstow Sphere of Influence is the focus of a major land use and infrastructure transformation. The project seeks to rezone the property from Rural Living to Limited Industrial and Community Industrial classifications, amend the countywide policy plan, and approve a tentative parcel map that includes roadway dedications and the vacation of existing right-of-way. Concurrently, a conditional use permit is required for the development of an electric vehicle charging station and logistics facility, along with both on-site and off-site improvements to support operations. The project includes a proposed extra-territorial sewer service agreement with the City of Barstow, which is contingent upon formal approval from the city and authorization by the Local Agency Formation Commission of San Bernardino. Additionally, the project proposes the annexation of 13 parcels currently served by the San Bernardino County Fire Protection District into the Barstow Fire Protection District, subject to approval by both the Barstow Fire District and LAFCO. All proposed changes are interdependent and require coordinated regulatory coordination across multiple jurisdictions and agencies to proceed.
