Notice Type:  Sources Sought and Synopsis for Market Research Purposes Only.


Synopsis:


The purpose of this sources sought notice is to determine if responsible small or large business sources exist capable of fulfilling the needs identified in this effort, for market research purposes only.  The proposed North American Industry Classification System (NAICS) Code is 621910, Ambulance Services, with a corresponding NAICS Size Standard of $22,500,000.  The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a) Program, Service-Disabled Veteran-Owned Small Business (SDVOB) Procurement Program, HUBZone Program, and Women-Owned Small Business (WOSB) Program concerns IAW Federal Acquisition Regulation (FAR) 19.203.



The Medical Readiness Contracting Office - West, Fort Sam Houston, Texas, is seeking potential sources to provide Emergency Medical Services (EMS) in Panama. Services include Basic Life Support (BLS) and Advanced Life Support (ALS) EMS in designated areas in Panama. These areas include the Panama Canal Zone especially Colon, Cristobal Colon Aeronaval Base, the highway between Panama City and Colon, Panama City itself, and Panama Pacifico, but could change as required by the U.S. Government.



This requirement consists of two parts:


Jungle Operation Training Course- Panama (JOTC-P) (near Colon)- A dedicated ambulance that will be on site at the JOTC-P site (Cristobal Colon AERONAVAL base) 24 hours a day, 7 days a week (24/7) for 21 days for ten (10) courses a year to transport patients to Panamanian hospitals in either Colon (Hospital Cuatro Altos) or Panama City (Hospital Nacional or Panama Clinic) depending on the injury type. Panama Clinic will be used for all severe trauma injuries.



Joint Security Cooperation Group- Panama (JSCG-P) (near Panama Pacifico)- Area support within the Panama Canal Zone (from Colon to Panama City) that will provide on-call ambulance services for transportation of injured / ill personnel to Panamanian hospitals in either Colon (Hospital Cuatro Altos) or Panama City (Hospital Nacional or Panama Clinic) depending on the injury type. Panama Clinic will be used for all severe trauma injuries.



This is a new requirement.



Contractors responding to this sources sought notice are advised their response does not ensure participation in future solicitations or contract awards.  The Government will not reimburse any company or individual for any expense associated with preparation or participation in this research.  Interested parties should e-mail responses to kevin.vijayan.civ@health.mil by the date identified below. 



Contractor responses should include:



  1. The size of your business regarding NAICS code 621910 per the standard described in FAR Part 19.102 (FAR available at www.acquisition.gov). 
  2. If you believe this procurement action should be performed under a different NAICS code, please recommend an alternate NAICS code and the rationale for the alternate code.
  3. Company name, UEI, CAGE, Contact information. 
  4. A technical capabilities statement.
  5. Submit no later than 10:00 CST, 14 May 2026.
