AI Contract Overview
The U.S. Government, through the Medical Readiness Contracting Office - West at Fort Sam Houston, Texas, is conducting market research to identify qualified small and large businesses capable of providing Emergency Medical Services (EMS) in Panama under a new requirement. The effort seeks responders for Basic Life Support (BLS) and Advanced Life Support (ALS) ambulance services across designated areas including the Panama Canal Zone, specifically Colon, Cristobal Colon Aeronaval Base, the highway between Panama City and Colon, Panama City itself, and Panama Pacifico, with potential for changes as directed by the Government. The work is divided into two components: a dedicated 24/7 ambulance presence for 21 days during each of ten annual Jungle Operation Training Course sessions at Cristobal Colon Aeronaval Base, and on-call EMS support for the Joint Security Cooperation Group in the broader Panama Canal Zone. Medical transport will be directed to Hospital Cuatro Altos in Colon or to Panama Clinic or Hospital Nacional in Panama City based on the severity of injury, with Panama Clinic designated for all severe trauma cases. The North American Industry Classification System (NAICS) code for this effort is 621910, Ambulance Services, with a size standard of $22,500,000, and the Government is particularly interested in small business concerns eligible under the 8(a), Service-Disabled Veteran-Owned Small Business, HUBZone, and Women-Owned Small Business programs. Responses must include the business size status under NAICS 621910, a recommendation for any alternative NAICS code with supporting rationale, company name, UEI, CAGE code, contact information, and a technical capabilities statement, all submitted via email by 10:00 a.m. CST on May 14, 2026. The Government will not reimburse costs incurred in responding, nor does submission guarantee future participation in any solicitation or award. Contract performance is expected to commence with a 12-month base period and one optional 12-month extension, with service initiation no later than June 12, 2026. Special requirements include adherence to Panamanian Ministry of Health standards, compliance with U.S. Department of Defense and Privacy Act regulations, mandatory background checks and security clearance access for all personnel, completion of OPSEC and Combating Trafficking in Persons training, submission of non-disclosure agreements, strict confidentiality of operational data, and identification of key personnel including a physician licensed in Panama
