The Unified Police Department of Greater Salt Lake (UPD) is seeking proposals from qualified and licensed consulting firms to conduct a comprehensive compensation and benefits market study. The primary goal is to assess the competitiveness, fairness, and effectiveness of UPD’s salary structures and benefits programs for both sworn officers and civilian staff. The selected firm will work independently and collaboratively with UPD representatives, providing insights into recruitment, retention, incentives, and strategic compensation philosophies of comparable agencies. The contract will last for one year, with an option for a one-year renewal contingent on funding and mutual agreement, and all ongoing projects will be completed by the end of the contract period. Interested firms must submit their proposals through the State of Utah’s Bonfire platform by July 25, 2025, with questions regarding the RFP due by July 23, 2025. The process emphasizes adherence to submission deadlines and prohibits direct contact with UPD personnel outside the designated channels. The contract value is estimated between $50,000 and $200,000, and the project aims to deliver actionable insights to enhance UPD’s compensation strategies, ensuring they remain competitive and equitable within the law enforcement sector.
