FOOD AND BEVERAGE CONCESSION SERVICE AT THE AUDUBON GOLF COURSE CLUBHOUSE

The City of Memphis is seeking a qualified food and beverage operator to manage, operate, and maintain a full-service restaurant, bar, and catering concession at the new Links at Audubon Golf Course Clubhouse located at 663 Cherry Road, Memphis, TN. The solicitation, numbered 368776, was posted on July 21, 2026, with proposals due by August 19, 2026, at 12:00 PM CT. The contractor will be responsible for all daily operations, including breakfast, lunch, dinner, beverage service, grab-and-go items, and event catering, while ensuring compliance with all applicable state, county, and local health, sanitation, and safety regulations. The operator must secure and maintain necessary food and liquor permits, install and maintain furniture, fixtures, and equipment (FF&E), and deliver consistent service hours and facility cleanliness. All FF&E furnished becomes the property of the City upon contract completion. The contract includes an initial term with one potential five-year option period, contingent on funding and mutual agreement. The contractor must maintain minimum insurance coverage of $1 million in commercial general liability, $1 million in liquor liability (if applicable), and $2 million in umbrella/excess liability, with the City named as an additional insured. Additional requirements include indemnifying the City against all claims arising from operations, protecting confidential information, and refraining from using the City’s name or logos without authorization. Proposals must be submitted in a three-ring binder with one original, five hard copies, and a thumb drive containing editable Microsoft Office files, along with required certifications in Exhibits 1 and 2, including a non-collusion affidavit and disclosure of any civil or criminal proceedings within the past ten years. Evaluation will be based on business and operations plans, design and FF&E proposals, financial offerings, relevant experience, and references, with the City reserving the right to award to the best proposal through a trade-off process, not necessarily the lowest price. Invoices must be submitted on official letterhead to a designated City office with supporting documentation, and all performance occurs at the Clubhouse site where acceptance is F.O.B. destination, transferring title and risk only upon the City’s physical possession.
