Full Description
This procurement will result in the establishment of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Government Affairs Consulting Services. This contract utilizes a hybrid service model to provide both consistency in core services and flexibility for optional support.
Frederick Community College (FCC) intends to structure awards as follows:
1. Core Government Affairs Consulting Services (State-Level Services): FCC intends to award one (1) contract to a single qualified vendor to serve as the primary provider of core services. These services represent the base scope of work and will be performed on a continuous basis under a firm-fixed-price (FFP) structure.
2. Federal Affairs Support Services: FCC may award contracts to one or more qualified vendors to provide federal‑affairs–related services on an as‑needed basis. These services are not included in the base scope of the contract and are entirely optional.
If a single vendor is determined to be qualified to perform both the core services and the federal affairs support services, FCC reserves the right to award one (1) contract encompassing both scopes of work.
If no single vendor is qualified to perform both scopes, FCC may award federal affairs support services to one or more vendors. Federal affairs awards will be non‑exclusive, and FCC may engage multiple vendors simultaneously for similar or overlapping services.
