Library of Congress National Book Festival - Event Management IDIQ

The Library of Congress is seeking a contractor to provide comprehensive audience-focused event management services for the National Book Festival, its largest and most prominent public outreach initiative, which has grown into the premier book festival in the United States. This contract is structured as a single-award, indefinite-delivery/indefinite-quantity (IDIQ) vehicle with a base period from September 30, 2026, through September 29, 2027, and two one-year option periods totaling a potential contract value of up to $25 million, with a minimum ordering obligation of $25,000. The contractor will be responsible for managing all aspects of the Festival across virtual, in-person, and hybrid formats, including staging, operations, technology, logistics, accessibility support, broadcasting, ticketing, exhibit coordination, and administrative reporting. Key deliverables encompass everything from festival planning and content development to live event execution, staff coordination, and submission of detailed post-event reports and transition plans, all adhering to strict standards of accuracy, clarity, timeliness, and editability for federal use. The contractor must comply with a wide array of federal and Library-specific requirements, including the use of firm-fixed pricing as defined in Attachment J-2, adherence to wage determinations, implementation of government property protocols, and strict information security standards such as ICT accessibility compliance under ADA and Library-specific clauses like LC52.239-7. The contract mandates that the contractor not use generative AI in performance and requires key personnel—including a Project Executive and Project Manager—with proven expertise in managing large-scale cultural events. Proposals must be submitted in three volumes, excluding pricing from the technical section, and must meet stringent formatting, file size, and submission guidelines, including direct email delivery to designated contracting officers. Evaluation will prioritize technical approach, corporate experience, and management capability, with non-price factors deemed significantly more important than price.
