Motor Oil, Lubricants and Recycling

The City of Orlando is seeking sealed electronic bids for a term contract to provide comprehensive vehicle fluid services, including the delivery of new packaged and bulk fluids and the eco-friendly collection and recycling of used fluids. The scope covers motor oils, hydraulic fluids, gear oils, engine coolants, diesel exhaust fluid, and grease. The contractor is responsible for all logistics, transportation, and regulatory compliance, including maintaining a valid EPA Identification Number and utilizing a fleet that complies with Florida Department of Transportation safety and weight regulations. Bulk oil deliveries must be completed within 24 hours of order placement to the City's storage tanks. Only name-brand products are acceptable, and all items must be new and delivered FOB Orlando. The contract is for an initial one-year term with the possibility of five one-year renewals. Award will be granted to the responsive and responsible bidder offering the lowest price meeting all specifications. Required submittals include pricing, references, a W-9, proof of insurance, and a Florida Statewide Used Oil Transporter Registration. The successful bidder must meet stringent insurance requirements, including professional liability, cyber liability, garage keepers liability, and contractors pollution liability. Additionally, the contractor must certify compliance with E-Verify, drug-free workplace standards, and human trafficking affidavits. Bids must be submitted via the City's e-Procurement portal by September 25, 2026, at 2:00 PM.
